Who Can Vote in the By-Election
Who is eligible to vote in the municipal by-election?
FOR SOUTH CROSBY (WARD 3) ONLY
Anyone can vote in a municipal election who, on the day of the election, is:
- 18 years of age or older
- a Canadian citizen; and
- You qualifity to vote in the Township of Rideau Lakes and live or own property in Ward 3 - South Crosby.
There are 3 ways that you can qualify to vote in a municipality:
- As a resident elector if you live in Ward 3 - South Crosby. You may own, rent, live in shared accommodation where you do not pay rent or live in the municipality but do not have a fixed address. Being a resident elector is the most common type of eligibility.
- As a non-resident elector if you own or rent property in Ward 3 - South Crosby, but it’s not the one where you live. You can only be a resident elector in 1 municipality. However, you can be a non-resident elector in any other municipality (or municipalities) where you own or rent property.
- As the spouse of a non-resident elector if your spouse owns or rents property in Ward 3 - South Crosby other than the one where you live. Neither you nor your spouse qualify as a non-resident elector if you do not personally own or rent the property in the municipality. For example, if the property is owned by your business or your cottage is owned by a trust, you would not qualify as a non-resident elector.
Students
There is a special rule for students who may be living away from home while they attend school. If you are a student and consider your "home" to be the place where you live when you are not attending school (i.e. you plan on returning there), then you are eligible to vote in both your “home” municipality and in the municipality where you currently live while attending school.
Your name must be on the voters’ list in order for you to cast a ballot.
Who is not eligible to vote in a municipal elections?
- A person who is serving a sentence of imprisonment in a penal or correctional institution.
- A corporation.
- A person acting as executor or trustee or in any other representative capacity, except as a voting proxy in accordance with section 44 of the Municipal Elections Act.
- A person who was convicted of the corrupt practice described in subsection 90(3) of the Municipal Elections Act(External link), if voting day in the current election is less than five years after voting day in the election in respect of which he or she was convicted.
A person is not eligible to vote in a by-election for an office if the person could not vote for that office if a regular election was held on the day of the by-election.
Campaign Advertising
Like campaign expenses and revenues, the placement of campaign signs and advertising shall not commence until after a candidate’s Nomination Paper has been filed with the Clerk or designate.
The Municipality currently has a Policy for Private Signs on Township property (By-Law #2005-11).
This includes Election signs as follows:
- Election signs are permitted and must be removed by the candidate within two weeks after the election.
- All signs permitted on the right-of-way shall conform to the following conditions:
- All signs shall be maintained in good condition by the owner of the sign;
- No sign shall be installed in a location which obscures visions for vehicles along the road;
- No private sign shall be attached to a sign post installed by Township Public Works Department or a public utility pole without written consent of the operating or road authority.
Election campaign advertisements purchased by or under the direction of a candidate shall identify the candidate.
NOTE:
County and Private roads are not under the jurisdiction of Township of Rideau Lakes. Please contact the United Counties of Leeds and Grenville or the applicable Private Road Association for their policies/procedures regarding placement of election signs.
Test Dates
Tuesday April 8
Nomination Period Begins
- First day to file a nomination paper for the office of Councillor (Ward 3 - South Crosby)
- once the nomination paper is filed with the Township, the candidate can start raising and spending money on their campaign
- preliminary spending limits will be rovided to candidates within one (1) week of filing complete nomination papers
- First day to file a notice of registration as a third party advertiser
- a third party advertiser cannot raise or spend money on their campaign, nor begin advertising, until their registration is certified by the Township
- preliminary spending limits will be provided to third party advertiser within one (1) week of registering
Monday May 12

Election Signs: Under the Private Sign Policy, Election signs are permitted on Township Right-of-ways and they must be removed within 2 weeks following an election.
What Are The Ward Boundaries
Who Cannot Be a Third Party Advertiser
The following are not eligible to register as a third party advertiser:
- A candidate running for any municipal council or school board office
- Groups, associations or businesses that are not corporations
- Candidates in the provincial election prior to the Provincial Election Day
- Federal and Provincial political parties
Political parties are not permitted to be financially involved in municipal elections.
Third Party Advertisers Guide
The Ministry of Municipal Affairs has produced a Third Party Advertisers Guide to provide information to candidates in municipal and school board elections which is available to read.
Who Can Be a Third Party Advertiser
Only those who have registered can spend money on third party advertising.
The following are eligible to register as a third party advertiser:
- any person who is a resident in Ontario
- a corporation carrying on business in Ontario
- a trade union that holds bargaining rights for employees in Ontario
If 2 or more corporations are owned or controlled by the same person or people, or if 1 corporation controls another, they are considered to be a single corporation. If the same person or people own or control multiple corporations, only 1 of those corporations may register to be a third party in a municipality.
There is no restriction against family members of campaign staff of candidates registering to be third party advertisers. However, third party advertising must be done independently of the candidate. If a person with close ties to a candidate wishes to register they should consider how these activities may look to the public and how they would be able to demonstrate that they were not working in co-ordination with the candidate.
